Overview

A CUA, or Community Umbrella Agency, is part of an initiative by Philadelphia’s Department of Human Services (DHS) called “Improving Outcomes for Children: A Community Partnership Approach to Child Welfare” (IOC), created to strengthen child welfare services in Philadelphia. Started in 2015, the IOC initiative aims to improve the safety, permanency, and well-being of the children and families served by DHS. The program is based on the idea that positive outcomes are reached through child welfare services that are family-centered, community-based, culturally competent, integrated, timely, and accountable for results.

We use a strong network of resources, supports and services that strengthen individual, family and community protective factors in order to reduce child abuse and neglect in the CUAs we serve:

Region 5

The 35th and 39th Police Districts, encompassing much of North Central Philadelphia from the Allegheny West community up through Logan Olney.

Region 10

The 16th and 19th Police Districts, encompassing much of West Philadelphia including Overbrook, Parkside, Mantua and Powelton.
